In the book
catching fire peeta and katniss head out on a victory tour and started a
rebellion so snow decides to send them back to the hunger games.
In katnisses private session she hung a dummy with cinaca
cranes name on it she also said a speech that made people to rebel .
in peetas private session
he paint a picture of rue to remind them that they killed a little girl
in the tributes interviews the tributes make the capital
citizens turn on snow to the point were there demanding change.
Cinna turned katnisses wedding dress in to a symbol of
rebellion he is promoting to the rebel cause.
Out of all of those I think snow thinks that cinnas act of
defiant id the worst because it could give the districts hope and they could
start attacking.
