In Katniss’s private session with the Gamemakers she hung a dummy with Seneca Crain’s name on it. The old GameMaker was killed because Katniss outsmarted him. She’s sending a message this could be you next. On page 242, Peeta asks Katniss why she did it and she said. “I don’t know. To show them that immure than just a piece in their games?”    

In Peetas private session he painted a picture of Rues body from the last Games. He’s reminding the GameMakers that they killed a little girl. He’s treating snow with respect and Snow doesn’t want that. “Actually, I painted a picture of Rue”.

During the tributes interviews they talk badly about Snow and the Games they said Snow could stop them if he really wanted to. They are turning the capital citizens against President Snow. The capital citizens are demanding change. On page 251, Katniss says if he’s all powerful why doesn’t he change the Quell.”?

In Cinna’s act of defiance he turns Katniss’s dress that Snow demand she wear it. He turns her into the symbol of rebellion. He is promoting the rebel cause. “Because Cinna has turned me into a mockingjay
